各有关单位:
为鼓励我省用人单位积极引进人才，依据《黑龙江省支持举办大型国际合作交流活动对接引进优秀人才经费补助实施细则（试行）》（黑科规〔2022〕13号）,支持具有引进优秀人才实际成效的大型国际合作交流活动（以下简称国际会议活动）。现将有关事项通知如下。
一、申报条件
（一）举办单位应为我省行政区域内的高等学校、科研院所、企业等独立法人单位。
（二）国际会议活动应为2022年6月1日至9月30日，已在省内举办的大型国际性会议活动,且申报材料之前，参会人员与用人单位已签订协约。
（三）国际会议活动应具备《黑龙江省支持大型国际合作交流活动对接引进优秀人才经费补助实施细则（试行）》明确的补助条件。
二、申报要求和注意事项
（一）举办单位需通过黑龙江省科学技术厅网站（http://kjt.hlj.gov.cn/）下载填写《黑龙江省举办大型国际合作交流活动补助申请表》（附件1），并提交总结报告、引才协约、参会人员名单、经费支出明细等申报资料（要求见附件2）。
（二）申报补助须经相关部门审核后提交，其中：省直单位由主管部门审核后提交申请，地方单位（含企业）申报由市（地）科技管理部门审核后提交申请，中直高校、科研院所、企业直接向省科技厅提交申请。
（三）多家单位联合举办的,须确定1个举办单位负责提交申请。同一国际会议活动和同一人才不得重复申报。
（四）举办单位提交补助申请前，须举办单位法人对申报资料真实性、完整性、合规性进行审核。
（五）申报材料中如有涉密内容，请根据相关规定按相应密级报送或进行脱密处理。
（六）其他未尽事宜,请依据《黑龙江省支持大型国际合作交流活动对接引进优秀人才经费补助实施细则（试行）》要求执行。
三、申报方式及时间
（一）申报方式。申报资料中申请表需一式3份，其他纸质版资料一式2份，申报资料电子版光盘1份。申报资料报送至黑龙江省科学技术厅。
（二）申报时间。自发布之日起至2022年10月28日17:00时截止。
